Iloilo City—The Support to Parcelization of Lands for Individual Titling Project (Project SPLIT) is set to roll out the Harmonized Monitoring, Evaluation, and Reporting System (HMERS) to establish a single source of information for the status of implementation and accomplishments across all the project’s components and sub-components.

In line with this, the concurrent Project SPLIT Monitoring and Evaluation Lead Coordinator and Department of Agrarian Reform (DAR) Planning Service Director IV Emmanuel M. Fallaria conducted the Orientation/Training on Harmonized Monitoring, Evaluation and Reporting System and Protocol to enhance the efficiency and accuracy of assessment for Project SPLIT on November 5-8, 2024, held at Diversion 21 Hotel, Iloilo City.

“If we’re going to capacitate the M&E coordinators, we have to enhance the processes, with some degree of flexibility in tweaking the processes, we can probably have a very efficient assessment or progress assessment,” Fallaria said.

The four-day event involved discussions on the vertical and horizontal data collection, validation, review, and submission from project components, reporting templates required by oversight agencies per component, and presentation and simulation of the interim HMERS.

“The significance of this activity cannot be overstated by standardizing the criteria and implicators for tracking, progress assessment, deviation analysis, and determining outcomes. We ensure that our efforts are aligned,” DAR Region VI Director Leomides R. Villareal emphasized in his message.

The Monitoring and Evaluation Coordinators from different regions and provinces across the nation, representatives of each component from the Central Project Management Office (CPMO), and DAR Region VI officials and personnel were present at the event.

Project SPLIT is a key initiative by the DAR and World Bank to improve the efficiency and accuracy of land assessment and titling processes in the Philippines. The project aims to establish a centralized information system to track the progress and outcomes of its various components through the implementation of the HMERS.

Iloilo City – Nakatakdang ilunsad ng Support to Parcelization of Lands for Individual Titling Project (Project SPLIT) ang Harmonized Monitoring, Evaluation and Reporting System (HMERS) upang magkaroon ng nag-iisang pinagmumulan ng impormasyon hinggil sa estado ng implementasyon at mga nagawa sa lahat ng mga komponent at sub-komponent ng proyekto.

Alinsunod dito, nagsagawa ang kasalukuyang Project SPLIT Monitoring and Evaluation Lead Coordinator at Department of Agrarian Reform (DAR) Planning Service Director IV na si Emmanuel M. Fallaria ng Orientation/Training sa Harmonized Monitoring, Evaluation and Reporting System and Protocol upang mapabuti ang kahusayan at katumpakan ng pagsusuri para sa Project SPLIT noong Nobyembre 5-8, 2024 na isinagawa sa Diversion 21 Hotel, Iloilo City.

“Kung bibigyan natin ng kapasidad ang mga M&E coordinators, kailangan nating pahusayin ang mga  proseso, na may ilang antas ng flexibility sa pagsasaayos ng mga proseso, maaari din tayong magkaroon ng napahusay na pagtatasa  o pag-unlad sa mga proseso,” ani Fallaria.

Ang apat na araw na aktibidad ay kinapalooban ng mga talakayan sa vertical at horizontal na pagkuha ng datos, beripikasyon, pagsusuri at pagsumite mula sa mga komponent ng proyekto, mga template ng pag-uulat na kinakailangan ng mga ahensyang nangangasiwa para sa bawat komponent, at ang presentasyon at pagsasagawa ng pansamantalang HMERS.

“Ang kahalagahan ng aktibidad na ito ay hindi masasabing pagmamalabis sa pamamagitan ng pagsasagawa ng mga pamantayan at mga implicator para sa pagsubaybay, pagtatasa ng pag-unlad, pagsusuri ng paglihis at pagtukoy ng mga resulta. Titiyakin namin na ang aming mga pagsisikap ay nakahanay,” binigyang-diin ni DAR Region VI Director Leomides R. Villareal sa kanyang mensahe.

Kasama sa aktibidad ang mga Monitoring and Evaluation Coordinators mula sa iba’t ibang rehiyon at lalawigan sa buong bansa, mga kinatawan ng bawat komponent mula sa Central Project Management Office (CPMO), at mga opisyal at tauhan ng DAR Region VI.

Ang Project SPLIT ay isang pangunahing inisyatiba ng DAR at ng World Bank upang mapabuti ang kahusayan at katumpakan ng proseso ng pagsusuri ng lupa at mga proseso ng pagpapatitulo sa Pilipinas. Layunin ng proyekto na magtatag ng sentralisadong sistema ng impormasyon upang masubaybayan ang progreso at mga resulta ng iba’t ibang mga komponent nito sa pamamagitan ng implementasyon ng HMERS.
