Fulfilling the mandate of the law and turning the promises of President President Ferdinand “Bongbong” Romualdez Marcos Jr. into reality, the Department of Agrarian Reform Province of Capiz distributed Certificates of Condonation with Release of Mortgage (CoCRoM), Certificates of Land Ownership Award (CLOA), and E-Titles under Support to Parcelization of Lands for Individual Titling (SPLIT) Project to 5,036 agrarian reform beneficiaries (ARBs) on November 28, 2024 at Villareal Stadium, Roxas City, Capiz.
Among the ARBs coming from Roxas City, Panay, Cuartero, Dao, Maayon, Panitan, Pilar, Pontevedra, President Roxas, Dumalag, Dumarao, Ivisan, Jamindan, Mambusao, Sapi-an, Sigma, and Tapaz, 4,630 received CoCRoM, 61 received CLOAs, and 345 received e-titles, covering a total of 5,584.89 hectares of land.
The distribution of CoCRoM is mandated by Republic Act 11953, also known as the New Agrarian Emancipation Act which aims to alleviate the debt, including unpaid amortizations, interests, and surcharges incurred by the ARBs under the Comprehensive Agrarian Reform Program (CARP).
Gracing the occasion with her presence, Senator Imee R. Marcos gave a speech recollecting how his father, President Ferdinand E. Marcos endeavored to commence the agrarian reform program to give land to the landless. Sen. Marcos expressed her grateful recognition of the untiring efforts of the farmers who toil the land to provide food for the Filipinos. The good senator was also thankful for the warm welcome she experienced from the Capizeños.
Together with Capiz Governor Fredenil H. Castro who personally welcomed Senator Marcos, other valued guests present were Asec. Quintin O. Magsico, Jr. (Assistant Secretary for Finance, Management and Administration Office, for Finance and Management Service and Procurement-Related Services), Asec. Rodolfo D. Castil, Jr. (Assistant Secretary for External Affairs and Communications Operations Office), RD Lucrecia S. Taberna, OIC-Regional Director of DAR Negros Island Region (DAR NIR), ARD Sharlyn T. Lacuesta, OIC-Assistant Regional Director for PBD and LTI of DAR NIR, among others.
Regional Director Leomides R. Villareal, ARD Florentino D. Siladan and ARD Anthony P. Arostique with the DAR Region VI contingents were also present to provide support and logistics to the DAR Province of Capiz headed by PARPO II Alona D. Albances and PARPO I Leonor Juliet A. Lena — paving the way for the activity to be a huge success.
