To assess accomplishments and identify factors affecting the achievement of set targets in all Major Final Outputs across the provinces under the Department of Agrarian Reform Region 02 (DAR RO2), a Regional Review, Planning, and Assessment Session (RRPAS) – Performance Review was conducted by the Support to Operations Division (STOD) on May 21-22, 2024, at Pulsar Hotel, Buntun Highway, Tuguegarao City.
“In this presentation, we will review the progress of activities planned for this semester, as we have only a few days left to meet our goals,” emphasized Regional Director (RD) Primo C. Lara, highlighting the importance of the two-day event.
The session included presentations, discussions, reviews, workshops, and agreement-setting activities. Each province presented their Accomplishment Reports, covering both physical and financial targets, as well as the facilitating and hindering factors up to April 21, 2024.
Members of the DAR RO2 Executive Committee (ExeCom) and Management Committee (ManCom), along with Budget Officers, Planning Officers, and other technical staff, attended the event. Key agreements were established, such as the need for the consistent interpretation of legal policies, with the DARAB and Legal Division tasked to continue cascading new and existing policies uniformly.
The session also addressed progress under the Agrarian Justice Delivery Program (AJDP), as measured by the casehold where all tasks must be completed by the end of the semester in preparation for the National Assessment. Additional manpower is needed for the Project Support to Parcelization of Lands for Individual Titling (SPLIT) to ensure focused efforts and target achievement.
For Agrarian Reform Communities (ARC) updates, the reconstitution of the Provincial ARC Task Force and the preparation of activity proposals for preliminary tasks were emphasized to ensure the obligation of funds.
Concerning the signing of Purchase Requests (PRs) from DAR Provincial Offices (DARPOs) for the procurement of machinery under the Climate Resilient Farm Productivity Support (CRFPS) program, all PRs must first be submitted to the Regional Director with the necessary endorsement before being forwarded to the Office of the Undersecretary for Support Services.
For the augmentation of funds by DARRO to DARPO Nueva Vizcaya concerning ISO activities, requests will only be considered after exhausting all existing funds. Additionally, a back-to-back activity with SPLIT is required to optimize fund utilization.
The regionwide accomplishments were briefly presented, during which issues and concerns were identified and addressed to enhance program implementation. Both the physical accomplishments and the financial aspects (obligations and fund utilization) of activities were thoroughly evaluated and monitored.
