CoCRoM, CLOA, and SPLIT E-Title recipients at the first-ever distribution at Negros Occidental, which is now part of the NIR based on the new law.

Cadiz City, Negros Occidental — A total of PHP816,688,844.04 amortization and other agrarian debts of 6,125 Agrarian Reform Beneficiaries (ARBs) were condoned covering 6,413 hectares from the province of Negros Occidental through the distribution of 9,707 Certificates of Condonation with Release of Mortgage (CoCRoM) by the Department of Agrarian Reform (DAR) on December 19, 2024, held at Cadiz Arena, Cadiz City, Negros Occidental.

In his speech, DAR Undersecretary for Foreign Assisted and Special Projects (FASPO) Jesry Palmares expressed President Ferdinand Bongbong Marcos’ desire to lighten the burdens of Filipino farmers through the distribution of true free lands.

“Inaasam-asam ni Pangulong Marcos para sa lahat ng ARB sa buong Pilipinas, hindi lamang sa Negros, na maisakatuparan at maibigay sa inyong lahat ang inyong lupa at wala nang aalalahaning obligasyon na babayaran pa sa bangko,” Palmares said.

The CoCRoM is a certificate that condones all loans, including interests, penalties, and surcharges incurred by ARBs from land awarded under Presidential Decree (PD) 27, R.A. 6657, and R.A. No. 9700. This is in accordance with Republic Act No. 11953, or the New Agrarian Emancipation Act (NAEA), which was signed by the President on July 7, 2023.

Aside from Usec. Palmares, the distribution of titles and certificates, was graced by Sen. Francis Tolentino together with Assistant Secretary for Special Concerns and External Affairs and Communication Operations Office (SC/EACOO) Rodolfo Castil, Jr., and the newly appointed DAR OIC-Regional Director for Negros Island Region (NIR) Lucrecia with Cadiz Mayor Salvador G. Escalante Jr. and Negros Occidental Vice Governor Jeffrey P. Ferrer.

Taberna is the first DAR Regional Director appointed in NIR after Republic Act 12000 or the Negros Island Region (NIR) Act was signed into law last June 13, 2024. Under this law, the provinces of Negros Occidental, with Bacolod City, Negros Oriental, and Siquijor are grouped under one administrative region.

From the total condoned loans, PHP291,676,663.15 agrarian debts of 1,428 ARBs were condoned through the issuance of 2,409 CoCRoMs covering 1,482.91 hectares of land in Negros Occidental 1. While PHP525,012,220.89 agrarian debts of 4,697 ARBs were condoned through the issuance of 7,298 CoCRoMs covering 4,930.76 hectares of land in Negros Occidental 2.

During the event, the DAR also distributed 2,361 SPLIT Electronic Titles (E-Titles) to 893 ARBS equivalent to 1,223 hectares of land. While 969 Certificates of Land Ownership Award (CLOAs) equivalent to 418.86 hectares of land were distributed to 682 ARBS.
