Department of Agrarian Reform (DAR) Secretary Conrado Estrella III has called on the agency’s frontliners, particularly the Chief Agrarian Reform Program Officers (CARPOs) and Municipal Agrarian Reform Program Officers (MARPOs), to help explain to the public the circumstances surrounding the allocation of the 2025 national budget.

“I feel saddened seeing our beloved President working tirelessly, visiting the agrarian reform communities. He is bringing the government closer to the people. The government operates under a system of checks and balances involving the executive, the legislative, and the judiciary,” he said.

Estrella delivered his remarks during the Luzon Batch Competency Development and Advancement Program held from January 14 to 18, 2025, at Sequoia Hotel, Quezon City. The event gathered 289 CARPOs and MARPOs to enhance their skills, update them on recent directives and issuances related to the Comprehensive Agrarian Reform Program (CARP), and assess their performance in implementing field operations programs and projects.

Undersecretary for the Field Operations Office Atty. Kazel Celeste underscored the importance of addressing challenges in the Land Acquisition and Distribution (LAD) process. She outlined six new directives aimed at strengthening DAR’s operations:

  1. Accelerate digital transformation of field operations.
  2. Foster collaboration with partner agencies.
  3. Empower Grassroots Leaders.
  4. Emphasize a collaborative, bottom-up approach.
  5. Drive field offices, the Bureau of Land Acquisition and Distribution (BLAD), and the Bureau of Land Tenure Improvement (BLTI) to deliver key outputs.
  6. Cultivate an encouraging and supportive management team.

Celeste also highlighted the outcomes of DAR’s National Assessment, which was held from July 29 to August 2, 2024. The Regional Directors (RDs) and Provincial Agrarian Reform Program Officers (PARPOs II) reviewed performance on key programs, including the Support to Parcelization of Lands for Individual Titling (SPLIT) project.

The discussions focused on enhancing the capacities of CARPOs and MARPOs to manage programs related to land acquisition, distribution, and the parcelization of Collective Certificates of Land Ownership Award (CCLOA). The remaining LAD balances and challenges in CCLOA parcelization across provinces and municipalities were also addressed.

“With these initiatives, DAR remains committed to advancing agrarian reform and addressing the challenges posed by the 2025 national budget to ensure that programs and projects continue to benefit Filipino farmers,” Celeste said.

Estrella Nanawagan sa mga Frontliner ng DAR na Ipaliwanag and Paggamit ng 2025 National Budget

Lungsod Quezon, Enero 15, 2025 – Nanawagan si Kalihim Conrado Estrella III ng Department of Agrarian Reform (DAR) sa mga frontliners ng ahensya, partikular ang mga Chief Agrarian Reform Program Officers (CARPOs) at Municipal Agrarian Reform Program Officers (MARPOs), na ipaliwanag sa publiko ang kalagayan kaugnay ng alokasyon ng pambansang pondo para sa 2025.

“Nalulungkot ako kapag nakikita ko ang ating mahal na Pangulo na walang tigil sa pagtatrabaho, bumibisita sa mga agrarian reform communities. Pinalalapit niya ang gobyerno sa masa. Ang ating gobyerno ay may sistema ng checks and balances sa pagitan ng ehekutibo, lehislatibo, at hudikatura,” aniya.

Ibinigay ni Estrella ang kanyang pahayag sa Luzon Batch Competency Development and Advancement Program na ginanap mula Enero 14 hanggang 18, 2025, sa Sequoia Hotel, Lungsod Quezon. Dinaluhan ito ng 289 CARPOs at MARPOs upang paghusayin ang kanilang kakayahan, i-update sila sa mga bagong direktiba at kautusan kaugnay ng Comprehensive Agrarian Reform Program (CARP), at suriin ang kanilang pagganap sa pagpapatupad ng mga programa at proyekto sa field operations.

Binigyang-diin naman ni Atty. Kazel Celeste, Undersecretary para sa Field Operations Office, ang kahalagahan ng pagtugon sa mga hamon sa proseso ng Land Acquisition and Distribution (LAD). Inilahad niya ang anim na bagong direktiba upang palakasin ang operasyon ng DAR:

  1. Pabilisin ang digital transformation ng field operations.
  2. Palakasin ang pakikipagtulungan sa mga katuwang na ahensya.
  3. Bigyang-kapangyarihan ang mga grassroots leaders.
  4. Ipatupad ang collaborative at bottom-up approach.
  5. Himukin ang mga field offices, Bureau of Land Acquisition and Distribution (BLAD), at Bureau of Land Tenure Improvement (BLTI) na maghatid ng mahahalagang output.
  6. Magtaguyod ng isang positibo at sumusuportang management team.

Ibinahagi rin ni Celeste ang mga resulta ng National Assessment ng DAR na ginanap mula Hulyo 29 hanggang Agosto 2, 2024. Sa nasabing pagtitipon, tinalakay ng mga Regional Directors (RDs) at Provincial Agrarian Reform Program Officers (PARPOs II) ang pagganap sa mga pangunahing programa, kabilang ang Support to Parcelization of Lands for Individual Titling (SPLIT) project.

Ang mga talakayan ay nakatuon sa pagpapalakas ng kakayahan ng CARPOs at MARPOs na pamahalaan ang mga programa na may kaugnayan sa land acquisition, distribution, at parcelization ng Collective Certificates of Land Ownership Award (CCLOA). Tinalakay rin ang natitirang LAD balances at mga hamon sa CCLOA parcelization sa iba’t ibang lalawigan at munisipalidad.

“Sa pamamagitan ng mga inisyatibang ito, nananatiling tapat ang DAR sa pagpapalaganap ng agrarian reform at pagtugon sa mga hamon ng 2025 national budget upang masiguro na ang mga programa at proyekto ay patuloy na makinabang ang mga magsasakang Pilipino,” pagtatapos ni Celeste.
