La Paz, Iloilo – Despite the rainy weather, a total of 6,262 Agrarian Reform Beneficiaries (ARBs) from the provinces of Guimaras and Iloilo received Certificates of Condonation with Release of Mortgage (CoCRoMs), Certificates of Land Ownership Award (CLOA), and Electronic Land Titles (E-Titles) from the Department of Agrarian Reform (DAR) last December 21, 2024, at the Iloilo Sports Complex, La Paz, Iloilo City.

Pura Barquilla, an ARB from Iloilo expressed her gratitude for the opportunity given to farmers to become landowners.

“Nagpapasalamat po ako ng malaki kay Secretary Estrella at kay Pangulong Ferdinand ‘Bongbong” Marcos na inilibre lang ang lupang ito para sa amin. Masayang-masaya po kaming lahat. Pagyayamanin namin ang lupang ito para makatulong sa aming pamilya. Maraming maraming salamat po sa oportunidad na binigay ninyo sa amin,“ Barquilla said.

The distribution was led by DAR Undersecretary for Foreign-Assisted and Special Projects Office (FASPO) Jesry Palmares, with Assistant Secretary for Finance, Management and Administration Office (FMAO) Atty. Quintin Magsico Jr., OIC-Regional Director for Negros Island Region (NIR), Lucrecia Taberna, and Regional Director of Region VI Leomides Villareal.

“Kami ay labis na nagagalak na makasama kayo sapagkat napakahalaga ng araw na ito para sa inyong lahat. Ang mga CoCROM at titulo na matatanggap ninyo ay maaari ninyong ipamana sa inyong mga anak at sa mga susunod pang henerasyon. Naiintindihan niyo ba kung bakit binigyan kayo ng condonation certificate? Para malinaw na wala na kayong utang sa Landbank of the Philippines,” Palmares said.

The 6,262 ARBs were broken down into CoCRoMs, CLOAs, and E-titles distribution.

Specifically, for CoCRoM, a total of PHP 314,661,860.29 of agrarian debts were cleared through the distribution of 7,039 CoCRoMs to 5,201 ARBs of whcih 6,024 were distributed to 4,472 ARBs from the province of Iloilo, condoning debts amounting to PHP 274,622,168.08. While 1,015 certificates condoning an amount of PHP 40,039,692.21 loans of 729 ARBs from the province of Guimaras.

The distribution of CoCRoM is based Republic Act No. 11953 or the New Agrarian Emancipation Act (NAEA) signed by President Ferdinand “Bongbong” Marcos Jr. on July 7, 2023, that condoned all agrarian debts of ARBs, including amortizations, interests, penalties and surcharges on lands distributed under the Presidential Decree (PD) 27, R.A. No. 6657, and R.A. No 9700.

During the event, the DAR also distributed 479 CLOAs covering 473.97 hectares of land to 351 ARBs, and 1,100 E-Titles under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project covering 879.98 hectares to 710 ARBs of the provinces of Guimaras and Iloilo.

Cavite 2nd District Congresswoman Lani Mercado-Revilla representing her husband Sen. Ramon “Bong” Revilla, Iloilo Governor Arthur R. Defensor, Jr., Congressman Ferjenel G. Biron, and Anilao Mayor Nathalie Ann F. Debuque, also graced the event.

La Paz, Iloilo – Sa kabila ng maulan na panahon, may kabuuang 6,262 Agrarian Reform Beneficiaries (ARBs) mula sa mga lalawigan ng Guimaras at Iloilo ang nakatanggap ng Certificate of Condonation with Release of Mortgage (CoCRoMs), Certificates of Land Ownership Award (CLOA), at Electronic Mga Titulo sa Lupa (E-Titles) mula sa Department of Agrarian Reform (DAR) noong Disyembre 21, 2024, sa Iloilo Sports Complex, La Paz, Iloilo City.

Nagpahayag ng pasasalamat si Pura Barquilla, isang ARB mula sa Iloilo sa oportunidad na ibinigay sa mga magsasaka na magmay-ari ng lupa.

Ang 6,262 ARB ay binubuo ng pamamahagi ng mga CoCRoM, CLOA, at E-title.

Partikular para sa CoCRoM, may kabuuang PHP 314,661,860.29 na halaga ng utang pang-agraryo ang nabura sa pamamagitan ng pamamahagi ng 7,039 na CoCRoM sa 5,201 ARBs, kung saan 6,024 ang naipamahagi sa 4,472 ARBs mula sa lalawigan ng Iloilo, na nagpapasawalang-bisa sa mga utang na nagkakahalaga ng PHP 274,622,168.08. Samantalang 1,015 certificates ang bumura naman sa PHP 40,039,692.21 na utang ng 729 ARBs mula sa lalawigan ng Guimaras.

Ang pamamahagi ng CoCRoM ay batay sa Republic Act No. 11953 o ang New Agrarian Emancipation Act (NAEA) na nilagdaan ni Pangulong Ferdinand “Bongbong” Marcos Jr. noong July 7, 2023, na bumubura sa mga utang ng mga ARB, kabilang ang mga amortisasyon, interes, multa, at iba pang utang agraryong nakakabit sa lupa na kanilang natanggap sa ilalim ng Presidential Decree (PD) 27, R.A. No. 6657, at R.A. no 9700.

Sa nasabing kaganapan, namahagi rin ang DAR ng 479 CLOAs na sumasaklaw sa 473.97 ektarya ng lupa sa 351 ARBs, at 1,100 E-Titles sa ilalim ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project na sumasaklaw sa 879.98 ektarya sa 710 ARBs ng lalawigan ng Guimaras at Iloilo.
