The Department of Agrarian Reform (DAR) in Cotabato Province is all set to condone all agrarian debts of agrarian reform beneficiaries (ARBs) in their area as it conducted an orientation for the full implementation of the New Agrarian Emancipation Act (NAEA) or the Republic Act No. 11953.
This law, signed by President Ferdinand Marcos Jr. on July 7, 2023, aims to erase all unpaid principal amortizations, interests, and surcharges on agricultural lands awarded under the government’s agrarian reform program.
The said orientation was focused on equipping 30 Municipal Agrarian Reform Program Officers (MARPOs) and 53 support staff with the necessary tools and knowledge to execute the law effectively.
Provincial Agrarian Reform Program Officer II Evangeline Bueno said about 9,399 agrarian reform beneficiaries (ARBs) in North Cotabato would benefit from this new law through the issuance of Certificates of Condonation with Release of Mortgage (COCROM) to eligible beneficiaries.
The distribution of COCROM fulfills the mandate of the NAEA.
“We want to be completely prepared so that we can smoothly, efficiently, and effectively implement the law so that the ARBs can enjoy the benefit this law may bring,” she said.
Participants were provided with templates to unify the status of targets and accomplishments, which will be used for the upcoming MARPOs assessment.

Nakahanda na ang Department of Agrarian Reform (DAR) sa lalawigan ng Cotabato na mapatawad ang mga utang ng mga agrarian reform beneficiaries (ARBs) sa kanilang lugar sa pagsasagawa nito ng oryentasyon para sa ganap na pagpapatupad ng New Agrarian Emancipation Act o ang Republic Act No. 11953.
Ang batas na ito, na nilagdaan ni Pangulong Ferdinand Marcos Jr. noong Hulyo 7, 2023, ay naglalayong patawarin ang lahat ng hindi nababayarang amortisasyon, interes, at surcharge ng mga ARBs sa mga lupang agrikultural na naipagkaloob sa ilalim ng programang pang-agraryo ng pamahalaan.
Ang nasabing oryentasyon ay nakatuon sa pagbibigay ng mga kaalaman at kagamitan sa 30 Municipal Agrarian Reform Program Officers (MARPOs) at 53 support staff upang mabisang maipatupad ang batas.
Ayon kay Provincial Agrarian Reform Program Officer II Evangeline Bueno may 9,399 agrarian reform beneficiaries (ARBs) sa North Cotabato ang makikinabang mula sa batas na ito sa pamamagitan ng pag-isyu ng Certificates of Condonation with Release of Mortgage (COCROM) sa mga kwalipikadong benepisyaryo.
Ang pamamahagi ng COCROM ay pagtupad sa mandato ng NAEA.
“Nais naming maging handa ang lahat upang maayos, mahusay at epektibong maipatupad ang batas upang mapakinabangan na ng mga ARB ang benepisyong dala ng batas na ito,” aniya.
Ang mga kalahok ay pinagkalooban ng mga template upang mapag-isa ang mga status ng mga target at accomplishments, na gagamitin sa darating na MARPO assessment.
