Quezon City – The World Bank has successfully concluded its Implementation Support Mission (ISM) for the Department of Agrarian Reform’s (DAR) Support to Parcelization of Lands for Individual Titling (Project SPLIT). The mission focused on assessing the project’s progress, addressing challenges, and planning the next steps to accelerate land title distribution for agrarian reform beneficiaries (ARBs).

Undersecretary Jesry T. Palmares, Project Implementing Officer (PIO), emphasized the urgency of the project, stating, “The President himself, Ferdinand “Bongbong” Marcos Jr., is pushing to maximize the distribution of titles. It is important that all these efforts continue moving forward.”

Throughout the week-long mission, World Bank representatives, DAR officials, and key stakeholders held discussions on the legal, technical and operational aspects of Project SPLIT. The focus was on streamlining processes, resolving bottlenecks and ensuring that land titles reach beneficiaries efficiently. The mission also assessed the project’s overall progress and introduced strategies to improve its implementation.

On the final day, findings and recommendations were presented, along with an updated timeline to keep the project on track. The discussions reinforced the shared commitment of DAR, the World Bank, and partner agencies to accelerating land distribution, improving land tenure security and empowering ARBs through individual land ownership.

Project SPLIT Milestones

As of January 2025, Project SPLIT has already distributed 134,736 electronic titles (e-Titles), covering 174,111 hectares of land to 126,810 ARBs. The project has also adopted digital mapping technology (Shapefiles) to enhance the accuracy and efficiency of land titling.

Project SPLIT, spearheaded by Undersecretary Palmares and National Project Director Assistant Secretary Atty. Marjorie P. Ayson, aims to subdivide Collective Certificates of Land Ownership Award (CCLOAs) into individual titles. By securing land ownership for ARBs, the project boosts agricultural productivity and enables farmers to access credit and government support services.

Funded by the World Bank, Project SPLIT is being implemented nationwide with the goal of distributing 1,140,735 e-Titles covering 1,368,883 hectares by 2027. This year alone, DAR targets the distribution of 400,000 e-Titles to further strengthen land tenure security for ARBs.

World Bank Implementation Support Mission Para sa Project SPLIT, Matagumpay na Natapos

Quezon City – Matagumpay na natapos ng World Bank ang Implementation Support Mission (ISM) para sa Support to Parcelization of Lands for Individual Titling o Project SPLIT ng Department of Agrarian Reform (DAR) noong Marso 28, 2025. Layunin ng misyong ito na suriin ang progreso ng proyekto, resolbahin ang mga hamon, at planuhin ang mga susunod na hakbang upang mapabilis ang pamamahagi ng mga titulo ng lupa sa Agrarian Reform Beneficiaries (ARBs).

Ayon kay Undersecretary Jesry T. Palmares, Project Implementing Officer (PIO), mahalaga ang mabilis na pagpapatupad ng proyekto. “Mismong si Pangulong Ferdinand “Bongbong” Marcos Jr. ang nagtutulak upang mapabilis ang pamamahagi ng mga titulo. Mahalaga na ang lahat ng nasimulan ay magpatuloy,” aniya.

Sa loob ng isang linggo, nagsagawa ng talakayan ang mga kinatawan ng World Bank, opisyal ng DAR, at iba pang stakeholder tungkol sa legal, teknikal at operasyonal na aspeto ng Project SPLIT. Pinagtuunan nila ng pansin ang pagpapadali ng mga proseso, pagresolba ng mga hadlang at pagtitiyak na mabilis na matatanggap ng ARBs ang kanilang mga titulo ng lupa.

Iniulat sa huling araw ng misyon ang mga natuklasan at rekomendasyon kasama ang binagong timeline upang manatiling nasa tamang direksyon ang proyekto. Muling pinagtibay ng DAR, World Bank, at iba pang katuwang na ahensya ang kanilang pangako na pabilisin ang distribusyon ng lupa, palakasin ang seguridad sa pagmamay-ari at tulungan ang ARBs na magkaroon ng sariling titulo.

Mga Naging Tagumpay ng Project SPLIT

Sa datos noong Enero 2025, nakapagpamigay na ang Project SPLIT ng 134,736 electronic titles (e-Titles), na sumasaklaw sa 174,111 ektarya ng lupa para sa 126,810 ARBs. Gumagamit din ang proyekto ng makabagong digital mapping technology (Shapefiles) upang mapahusay ang katumpakan at bilis ng land titling.

Pinangungunahan nina Undersecretary Palmares at National Project Director Assistant Secretary Atty. Marjorie P. Ayson, layunin ng Project SPLIT na paghiwa-hiwalayin ang Collective Certificates of Land Ownership Award (CCLOAs) upang gawing indibidwal na titulo para sa ARBs. Sa pamamagitan ng proyektong ito, masisiguro ang pagmamay-ari ng lupa, mapapataas ang produktibidad ng agrikultura, at mabibigyan ng mas madaling access sa pautang at iba pang tulong ang ARBs.

Sa suporta ng World Bank, ipinatutupad ang Project SPLIT sa buong bansa, na may target na 1,140,735 e-Titles na sumasaklaw sa 1,368,883 ektarya ng lupa hanggang 2027. Para sa taong ito, layunin ng DAR na mamahagi ng 400,000 e-Titles upang higit pang mapatatag ang seguridad sa pagmamay-ari ng lupa para sa mga magsasakang Pilipino.

Ang matagumpay na pagtatapos ng ISM ay nagpapatunay sa patuloy na dedikasyon ng lahat ng kasangkot sa proyekto upang matiyak na ang Project SPLIT ay magdadala ng pangmatagalang benepisyo, mapapabuti ang kabuhayan ng ARBs, at mas paiigtingin ang programa ng repormang agraryo sa Pilipinas.
