Quezon City – Officials from the World Bank and the Department of Agrarian Reform (DAR) visited the Land Registration Authority (LRA) as part of the World Bank’s Implementation Support Mission (ISM) for Support to Parcelization of Lands for Individual Titling (Project SPLIT). The visit reinforced their commitment to streamlining land titling processes and ensuring Agrarian Reform Beneficiaries (ARBs) receive individual land titles efficiently.

LRA Administrator Gerardo Panga Sirios led the discussions on key issues, including the approval of subdivision plans and the importance of inter-agency coordination. The delegation explored ways to address technical and administrative challenges, enhance land titling efficiency, and expedite the issuance of titles to ARBs.

During the visit, LRA officials provided an in-depth demonstration of the title processing system, offering insights into its efficiency and challenges. The tour underscored the need for continued collaboration to simplify operations and accelerate land distribution.

Project SPLIT aims to convert Collective Certificates of Land Ownership Award (CCLOAs) into individual land titles, thereby strengthening tenure security, boosting land productivity, and enabling ARBs to access credit and support services. The World Bank ISM plays a crucial role in evaluating the project’s progress and identifying solutions to potential bottlenecks.

World Bank, DAR at LRA Pinagtibay ang Suporta sa Proyektong SPLIT

Quezon City – Bumista ang mga opisyal ng World Bank at Department of Agrarian Reform (DAR) sa Land Registration Authority (LRA) bilang bahagi ng Implementation Support Mission (ISM) ng World Bank para sa Support to Parcelization of Lands for Individual Titling o Project SPLIT. Layunin ng pagbisitang ito na pagtibayin ang kanilang suporta sa pagpapadali ng proseso ng land titling at matiyak na makakakuha ng indibidwal na titulo ang mga Agrarian Reform Beneficiaries (ARBs) nang mas mabilis.

Pinangunahan ni LRA Administrator Gerardo Panga Sirios ang talakayan ukol sa mahahalagang usapin, kabilang ang pag-apruba ng subdivision plans at pagpapalakas ng koordinasyon sa pagitan ng mga ahensya. Tinalakay rin ng mga opisyal ang mga solusyon sa teknikal at administratibong hamon upang mapabuti ang proseso ng land titling at mapabilis ang pagbibigay ng mga titulo sa ARBs.

Nagbigay rin ng masusing demonstrasyon ang mga opisyal ng LRA sa DAR at World Bank tungkol sa sistema ng pagproseso ng titulo. Ipinakita nito ang kahusayan at mga hamon sa sistema, na muling nagpatibay sa pangangailangang ipagpatuloy ang pagtutulungan upang mas mapadali ang proseso at mapabilis ang pamamahagi ng lupa sa mga benepisyaryo.

Layunin ng Project SPLIT na gawing indibidwal na titulo ang Collective Certificates of Land Ownership Award (CCLOAs) upang mapatatag ang seguridad sa pagmamay-ari ng lupa, mapabuti ang produktibidad ng sakahan, at matulungan ang ARBs na makakuha ng pautang at iba pang suporta. Mahalaga ang papel ng World Bank ISM sa pagsubaybay sa progreso ng proyekto at paghahanap ng solusyon sa mga hamon na maaaring lumitaw.

Sa pakikipagtulungan ng DAR sa World Bank at iba pang mga katuwang na ahensya, nananatili itong committed sa tagumpay ng Project SPLIT upang matiyak na makikinabang ang mga magsasakang Pilipino sa ligtas na pagmamay-ari ng lupa at mas maunlad na kabuhayan.
