DAR empowers E. Visayas farmers, distributes P48M support services projects and land titles

The lives of agrarian reform beneficiaries (ARBs) in Eastern Visayas are expected to improve after the Department of Agrarian Reform (DAR) on Tuesday, March 2, provided them with a total of Php 48.23-million worth of support services projects, implemented the Buhay sa Gulay project and distributed 137.12 hectares of agricultural lands.

DAR Secretary Brother John Castriciones, who led the invaluable activity, said the DAR would exhaust all its resources to provide support services projects to the ARBs because they are the ones who are providing food security in the country, especially during trying times the country is experiencing in this pandemic.

Castriciones said the DAR turned over the Sta. Cruz communal irrigation system (CIS), worth Php 25.43- million, to the local government of Barangay Sta. Cruz, Jaro, Leyte. The said CIS is expected to improve farmers’ yields since it is estimated to service 116 hectares of lands.

The Secretary also noted that farmers in Barangay San Vicente, Matag-ob, Leyte was given an opportunity to have cheaper and easier access to transport their products in various markets with the construction of a Php 22.80-million San Vicente steel bridge implemented under the Tulay ng Pangulo Para sa Kaunlarang Pang-Agraryo.

During his short visit in the province, Castriciones also distributed a total of 137.12 hectares of lands to 88 landless farmers from the towns of Alangalang, Babatngon, Dagami, Dulag, Jaro, La paz, Pastrana and Tacloban City.

“We are collaborating with other government agencies like the Department of Agriculture (DA), Department of Public Works and Highways, local government units and even the military forces because we want to give our services to the farmers in a whole government approach,” Brother John said.

The DAR also implemented the Buhay sa Gulay program in a more than 20-hectare lot in Barangay Kawayan, Tacloban City.

“This urban farming project aims to contribute in ensuring food security and encourage the people that they could still farm even in urban areas,” he added.

The program is in partnership with the DA and the local government of Tacloban, where a one-hectare lot would be utilized for its initial phase.

Support Services Office Undersecretary Emily Padilla said that this is historic because it is the first Buhay sa Gulay project implemented outside the National Capital Region.

“We will make idle lands become productive because the true essence of social justice is to make good use of lands, as they say, ‘ang lupa ay buhay’,” Padilla said.

Tacloban City farmers also received various assistance from the DAR in the form of organizational development and strengthening training, livelihood training, farm machineries, and farm inputs.

ARB Erlinda Perez expressed her gratitude to the DAR and said that the projects they received are a big help in their lives and promised that they would use it properly and would make their farms more productive.

Under the DAR-to-Door program, which aims to make the farmers feel that the government services is just within their reach, the Secretary was also able to deliver certificate of land ownership award, with an area of 5,744 sq. m., to farmer-beneficiary Rogelio Pobadora in his house in Barangay Cabalawan in Tacloban City .

Ang pamumuhay ng mga agrarian reform beneficiaries’ (ARBs) sa Eastern Visayas ay inaasahang uunlad pagkatapos magkaloob ang Department of Agrarian Reform (DAR) nitong Martes, Marso 2, ng may kabuuang Php 48. 23-milyong halaga ng suportang serbisyo, implementasyon ng proyektong Buhay sa Gulay at nagkaloob ng 137.12 ektarya ng lupa.

Sinabi ni DAR Secretary Brother John R. Castriciones, na syang namuno sa napakahalagang aktibidad, na gagawin ng DAR ang lahat ng makakaya nito upang makapagbigay ng suportang serbisyo sa mga ARBs dahil sila ang nagbibigay ng seguridad sa pagkain sa bansa, lalung lalo na sa oras ng kagipitan tulad ngayong may pandemic.

Ayon kay Castriciones, ipinagkaloob ng DAR ang Sta. Cruz communal irrigation system (CIS), na nagkakahalagang Php 25.43- milyon, sa Barangay Sta. Cruz, Jaro, Leyte. Ang nasabing CIS ay inaasahang magpaparami ng ani ng mga magsasaka dahil ito ay makapagpapatubig ng 116 ektarya ng lupa.

Sinabi din ng Kalihim na ang mga magsasaka ng Barangay San Vicente, Matag-ob, Leyte ay nabigyan ng oportunidad upang magkaroon ng mas mura at mabilis na transportasyon para sa paghahatid ng kanilang mga produkto sa mercado dahil sa konstruksyon ng Php 22.80-milyong San Vicente steel bridge na ipinagawa sa ilalim ng Tulay ng Pangulo Para sa Kaunlarang Pang-Agraryo.

Sa maiksing pagbisita niya sa lalawigan, nakapamahagi rin si Castriciones ng may kabuuang 137.12 ektarya ng lupa sa may 88 na magsasakang walang lupa mula sa mga bayan ng Alangalang, Babatngon, Dagami, Dulag, Jaro, La paz, Pastrana at Tacloban City.

“Nakikipagtulungan tayo sa iba’t ibang sangay ng pamahalaan tulad ng Department of Agriculture (DA), Department of Public Works and Highways, mga lokal na pamahalaan at kasama na rin ang pwersang sandatahan dahil gusto naming maipagkaloob ang serbisyong whole government approach,” ani Brother John.

Ipinatupad rin ng DAR ang Buhay sa Gulay program sa may 20-ektaryang lupain sa Barangay Kawayan, Tacloban City.

“Ang layunin ng proyektong urban farming ay makatulong sa seguridad sa pagkain ng bansa at nais din nating himukin ang mga tao na tayo ay makapagtatanim kahit tayo ay nasa siyudad,” aniya.

Ang programa ay sa pakikipagtulungan ng ahensiya sa DA at ng lokal na pamahalaan ng Tacloban, kung saan ang isang ektarya ay gagamitin muna sa unang bahagi ng proyekto.

Ayon kay Support Services Office Undersecretary Emily Padilla, ito ay makasaysayan dahil ito ang unang Buhay sa Gulay project na ipinatupad sa labas ng National Capital Region.

“Gagawin nating produktibo ang mga nakatiwangwang na lupa dahil ang tunay na esensya ng social justice ay ang wastong paggamit sa lupa dahil, ‘ang lupa ay buhay’,” ani Padilla.

Tumanggap din ang mga magsasaka ng Tacloban City ng iba’t ibang tulong mula sa DAR sa pamamagitan ng mga organizational development at strengthening trainings, livelihood trainings, farm machineries, at farm inputs.

Nagpasalamat naman si ARB Erlinda Perez sa DAR at sinabi niyang malaki ang maitutulong ng proyekto sa kanilang pamumuhay at nangangako silang gagamitin nila ng maayos ang proyekto at lalong pagyayamanin ang kanilang mga lupa.

Sa ilalim ng DAR-to-Door program, na layuning ipadama sa mga magsasaka na malapit lang sa kanila ang serbisyo ng gobyerno, inihatid ng Kalihim ang certificate of land ownership award, na may sukat na 5,744 sq. m., sa magsasakang-benepisyaryo na si Rogelio Pobadora sa kanya mismong pamamahay sa Barangay Cabalawan sa Tacloban City .
