DAR-Leyte starts process to distribute 91.6-hectare agri land to ARBs and former rebels

San Isidro, Leyte – The Department of Agrarian Reform (DAR) in Leyte conducted an ocular inspection of the 91.6-hectare agricultural land in Barangay Daja Daku in San Isidro, Leyte intended to be distributed to 458 agrarian reform beneficiaries (ARBs), that will include 262 former rebels.

“This area will soon be distributed under the Comprehensive Agrarian Reform Program (CARP), as part of the DAR and the province of Leyte’s commitment to the government’s whole-of-nation approach on the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC),” DAR Eastern Visayas Assistant Regional Director for Operations Renato Badilla said.

Badilla, accompanied by the DAR-Leyte provincial team and members of the Philippine Army conducted the ocular inspection in compliance with the directive of President Rodrigo Roa Duterte to include former rebels in the distribution of agricultural lands identified under the scope of CARP, for them to have something to start as their source of livelihood.

The move was also part of the directive under Executive Order No. 75, Series of 2019, which directs all government instrumentalities to identify government-owned lands (GOLs) dedicated to or suitable for agricultural purposes for possible distribution to identified farmer-beneficiaries of CARP.

The property was earlier turned over to the DAR by the Leyte provincial government following the signing of the Deed of Transfer in compliance with EO 75.

After the transfer, the DAR immediately proceeded with the process of land acquisition and distribution (LAD) which will include identification, validation, segregation, transfer, and distribution to qualified farmer-beneficiaries.

San Isidro, Leyte – Nagsagawa ng ocular inspection ang Department of Agrarian Reform (DAR) sa lalawigan ng Leyte sa 91.6-ektaryang lupang agrikultural sa Barangay Daja Daku, San Isidro, Leyte upang agad na maipamahagi ito sa 458 agrarian reform beneficiaries (ARBs), kabilang na ang 262 na mga dating rebelde.

"Ang lugar na ito ay malapit nang ipamahagi sa ilalim ng Comprehensive Agrarian Reform Program (CARP), bilang bahagi ng pangako ng DAR at lokal na pamahalaan ng Leyte sa whole-of-nation approach ng pamahalaan sa National Task Force to End Local Communist Armed Conflict (NTF-ELCAC)," ani ni DAR Eastern Visayas Assistant Regional Director for Operations Renato Badilla.

Nagsagawa ng ocular inspection sa nasabing lugar si Badilla kasama ang DAR Leyte provincial team at mga miyembro ng Philippine Army bilang pagsunod sa direktiba ni Presidente Rodrigo Roa Duterte na isama ang mga dating rebelde bilang benepisyaryo sa pamamahagi ng lupang agrikultural na saklaw sa ilalim ng CARP, upang sila ay magkaroon ng mapagsisimulan na mapagkukunan ng kabuhayan.

Ang aktibidad ay bahagi rin ng direktiba sa ilalim ng Executive Order No. 75, serye ng 2019, kung saan ang mga ahensya ng gobyerno ay inaatasan na tumukoy ng mga lupang pag-aari ng pamahalaan na nakatuon o angkop para sa layuning pang-agrikultura upang maipamahagi sa mga magsasakang-benepisyaryo ng CARP.

Ang nasabing lupain ay una ng inilipat ang pamamahala sa DAR ng Leyte provincial government pagkatapos malagdaan ang Deed of Transfer bilang pagsunod sa EO 75.

Pagkatapos ng paglilipat ng lupain, agad na isinagawa ng DAR ang mga proseso ng land acquisition and distribution (LAD) kabilang na ang pagtutukoy ng lupa at benepisyaryo, pagpapatunay, paghiwa-hiwalay o segregasyon, paglilipat at pamamahagi sa mga kwalipikadong magsasakang-benepisyaryo.
