Reinventing DAR XIII Human Resource Management, PRIME-HRM Bronze Recognition eyed in Q3 2024

 

Butuan City — The Civil Service Commission (CSC), in its effort to streamline and assist in the upscaling of human resource practices across all agencies covered by its jurisdiction, has initiated for this meeting with DAR Caraga officials and employees which covered the important topic of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM.                                                                       

 CSC Caraga Director III Christopher C. Mabale described PRIME-HRM as a mechanism that empowers government agencies by developing their human resource (HR) management competencies, systems, and practices toward HR excellence. This entails the assessment of the maturity level of an agency’s competencies, systems, and practices in four HR systems: (1) recruitment, selection, and placement; (2) learning and development; (3) performance management; and (4) rewards and recognition. And that the active involvement of the HR management office and/or officer in all four systems is crucial.

Dir. Mabale further continued that, "what we need now from you [DAR Caraga] is the commitment. A paradigm shift is needed for this to be successful."

As such, Regional Director Atty. Merlita S. Capinpuyan, who is grateful for CSC's guidance and assistance, has expressed her full support and the cooperation of DAR Caraga with the CSC's initiative of elevating HR practices. She stated that, "we will complete the process of attaining the bronze recognition before the year ends."

OIC-Assistant Regional Director Joie L. Ceballos, is also hopeful for this endeavor to come into fruition as it is timely with DAR Caraga's goal of getting ISO certification in 2024.

CSC Caraga Director II Meshach D. Dinhayan alleviated the concerns of the employees regarding the voluminous requirements prescribed by PRIME-HRM by saying that, "we will offer everything in as much as we can in terms of guiding you and assisting you with the requirements."

For its action plan going forward, the CSC will further conduct an on-site visit at DAR Caraga sometime in Q2 of this year to pre-assess the documentary evidences of the office to support its improved HR policies.

As of this writing, DAR Caraga has already achieved level 2 in the performance management system, and is currently on the process of attaining the same in the remaining three.

This meeting's participants included all the various division chiefs and secretariats of the multiple boards and committees involved in HR management of the Regional Office.
