LEGAZPI CITY —Farmer members of various agrarian reform beneficiary organizations (ARBOs) here in the Bicol region will have a steady market for their agricultural products with the recent partnership of the Department of Agrarian Reform (DAR) with the Philippine National Police (PNP) of Region 5.

DAR Regional Director Reuben Theodore C. Sindac said the partnership with PNP-Bicol will support and promote the economic empowerment of ARBOs in consonance with President Ferdinand “Bongbong” R. Marcos Jr.'s campaign to address critical concerns of hunger mitigation and poverty reduction through Partnership Against Hunger and Poverty (PAHP).

“Our ARBOs will showcase their fresh and affordable local farm products at the regional headquarters of the Philippine National Police (PNP). This will be an opportunity for our ARBOs to market their products inside the PNP camps,” Sindac said.

The first-ever joint Memorandum of Understanding (MOU) between the DAR and PNP was signed on at Camp BGen Simeon A. Ola, Legazpi City to combat hunger and poverty in the Bicol region.

Under the agreement, the agricultural display of farmers’ produce and products, dubbed “Agraryo Merkado sa Kampo”, at the PNP Bicol headquarters will happen every Friday for three years. The same activity will be facilitated at the Police Provincial Offices on days considered appropriate by the provincial head.

In his message, PNP Regional Director PBGen. Andre P. Dizon extended his gratitude to all participants including all DAR provincial agrarian reform officers and their counterparts who attended the event.

Dizon believes that through this initiative, they will secure the well-being and promote social justice for those in need. He guaranteed support and said that they are always open-handed in helping them.

"On behalf of PRO V, expect that our office is always open for the benefit of agrarian reform beneficiaries (ARBs)," he added.

At the signing, DAR Regional Director Reuben Theodore C. Sindac emphasized each agency’s role in the historical partnership. He stated that the move is parallel to their dream to deliver genuine service to the agricultural sector, especially for existing insurgency issues due to land disputes.

“I said parallel because while you in the PNP address the insurgency frontally in various ways, we, in the DAR aim to eliminate, if not mitigate, the very core that breeds it, true land reform.”

“By uniting law enforcement with agricultural reform and development, we recognize the power of synergy in driving sustainable change to form a formidable force capable of addressing the multifaceted challenges faced by farmer-beneficiaries,” he added.

Even before the signing of the MOU, the PNP has always remained supportive in maintaining order in the implementation of the Comprehensive Agrarian Reform Program (CARP) the DAR, which includes among others, the execution of field surveys, field investigations, field inspections of completed infrastructure projects, and implementation and execution of DAR Adjudication Board Orders and similar orders like the installation of ARBs to their land.

LEGAZPI CITY —Ang mga magsaakang miyembro ng iba’t-ibang agrarian reform beneficiary organizations (ARBOs) ditto sa Bicol region ay magkakaroon ng ma tatag na mapagbebentahan para ng kanilang mga produkto sa pakikipagtulungan kamakailan ng Department of Agrarian Reform (DAR) sa Philippine National Police (PNP) ng Region 5.

Sinabi ni DAR Regional Director Reuben Theodore C. Sindac na ang pakikipag-tulungan sa PNP-Bicol ay susuporta at magtataguyod ng economic empowerment ng ARBOs alinsunod sa kampanya ni Pangulong Ferdinand “Bongbong” R. Marcos Jr sa pamamagitan ng Partnership Against Hunger and Poverty (PAHP).

“Ang ating mga ARBO ay magpapakita ng kanilang sariwa at abot-kayang lokal na mga produkto at ani mula sa kanilang mga sakahan sa regional headquarters ng Philippine National Police (PNP). Ito ay isang pagkakataon para sa ating mga ARBO na maibenta ang kanilang mga produkto sa loob ng mga kampo ng PNP,” sabi ni Sindac.

Ang kauna-unahang pagsasanib na Memorandum of Understanding (MOU) sa pagitan ng DAR at PNP ay nilagdaan sa Camp BGen Simeon A. Ola, Legazpi City upang labanan ang gutom at kahirapan sa rehiyon ng Bicol.

Sa ilalim ng kasunduan, ang pagpapakita ng mga ani at mga produkto ng mga magsasaka, na tinaguriang “Agraryo Merkado sa Kampo”, sa PNP Bicol Headquarters, ay magaganap tuwing Biyernes sa loob ng tatlong taon. Ang parehong aktibidad ay gagawin rin sa mga Police Provincial Office sa mga araw na itinuturing na angkop ng pinuno ng probinsiya.

Nagpasalamat si PNP Regional Director PBGen. Andre P. Dizon sa lahat ng mga kalahok kabilang ang lahat ng DAR provincial agrarian reform officers at kanilang mga katapat na dumalo sa kaganapan.

Naniniwala si Dizon na sa pamamagitan ng hakbangin na ito, masisiguro nila ang kagalingan at pagtataguyod ng katarungang panlipunan para sa mga nangangailangan. Ginagarantiyahan niya ang suporta at sinabing lagi silang bukas sa pagtulong sa kanila.

“Sa ngalan po ng PRO V, asahan niyo na ang aming opisina ay laging bukas para sa kapakanan ng agrarian reform beneficiaries (ARBs),” dagdag pa ni Dizon.

Sa paglagda, binigyang-diin ni DAR Regional Director Reuben Theodore C. Sindac ang papel ng bawat ahensya sa makasaysayang kasunduan. Sinabi niya na ang hakbang ay kahanay sa kanilang pangarap na makapaghatid ng tunay na serbisyo sa sektor ng agrikultura, lalo na sa mga umiiral na isyu sa insurhensya dahil sa mga alitan sa lupa.

“Sabi ko magkatulad dahil habang tinutugunan ninyo sa PNP ang insurhensiya nang harapan sa iba't ibang paraan, kami, sa DAR ay naglalayon na alisin, kung hindi man pagaanin, ang pinaka-uagat na nagbubunga nito, ang tunay na reporma sa lupa.”

"Sa pamamagitan ng pagkakaisa ng pagpapatupad ng batas sa reporma at pag-unlad ng agrikultura, kinikilala namin ang kapangyarihan ng synergy sa paghimok ng napapanatiling pagbabago upang bumuo ng isang mabigat na puwersa na may kakayahang tugunan ang maraming hamong kinakaharap ng mga magsasaka," dagdag niya.

Bago pa man nalagdaan ang MOU, ang PNP ay palaging nananatiling sumusuporta sa pagpapanatili ng kaayusan sa pagpapatupad ng Comprehensive Agrarian Reform Program (CARP) ng DAR, kabilang na ang pagsasagawa ng mga field survey, field investigation, field inspection ng mga natapos na proyektong pang-imprastraktura, at pagpapatupad ng DAR Adjudication Board Orders at katulad na mga order tulad ng pagtatalaga ng mga ARB sa kanilang mga lupain.
