Mulanay, Quezon – Agrarian reform beneficiaries (ARBs) who are members of the San Isidro Agrarian Reform Beneficiary Association Inc. (SIARBA Inc.) will soon develop the production and processing of starch from arrowroot plant as their focused product with the recent launching of Village Level Farm-Focused Enterprise Development (VLFED) project in the area.

VLFED is a DAR project where the agency collaborates with various government branches like the Department of Trade and Industry (DTI) and the Department of Science and Technology (DOST) for the implementation and development of a product that will be an organization's main business focus.

The three (3) agencies together with the Mulanay, Quezon local government unit (LGU) commits to training the ARBs on product development, enhancing the managerial skills of the ARB organization (ARBO) leaders, and ensuring its smooth business operation and steady market for its product.

Ma. Gemma A. Esguerra, Provincial Agrarian Reform Program Officer II led the launching of the VLFED project and signing of the Memorandum of Agreement (MOA) with Jennifer Ilagan, a representative from DTI, Mulanay Mayor Aris Aguirre, and Kagawad Ernesto R. Padolina as representative of the SIARBA Inc., an organization assisted by DAR Quezon II.

She said the DAR was assigned to train the officers and members of SIARBA Inc., as part of the activities under the VLFED project of the DAR, while the DTI and LGU will focus on the promotion and marketing of the organization's products.

“The agency is not only focused on the distribution of lands but also on giving support services to the farmers to help alleviate the quality of their lives,” Esguerra said.

She added that the project, with a total budget of Php950,000.00, will be implemented for two years, divided into two components. The first component includes the training of 30 ARBs from SIARBA while the second component includes the provision of machinery such as pulverizers and arrowroot juice extractors.

Mayor Aris Aguirre thanked the DAR and said that Mulanay's economy will be more developed and vibrant with the implementation of this project.

The Cultural Pest Management (CPM) training for the ARBs for arrowroot processing will begin this July.

(SIARBA Inc.) ay palalakasin ang produksyon at pagpoproseso ng arina mula sa pananim na uraro bilang kanilang natatanging produkto para sa kamakailang paglulunsad ng Village. Level Farm-Focused Enterprise Development (VLFED) project sa lugar.

Ang VLFED ay isang proyekto ng DAR kung saan nakikipagtulungan ang ahensya sa iba't ibang sangay ng gobyerno tulad ng Department of Trade and Industry (DTI) at Department of Science and Technology (DOST) para sa pagpapatupad at pagbuo ng isang produkto na magiging pangunahing pagtutuunan ng pansin sa negosyo ng isang organisasyon.

Ang tatlong (3) ahensya kasama ang Mulanay, Quezon local government unit (LGU) ay nangako na magkakaloob ng pagsasanay sa mga ARB sa pagbuo ng produkto, pagpapahusay sa mga kasanayan sa pangangasiwa ng mga pinuno ng ARB organization (ARBO), at pagtiyak ng maayos na operasyon ng negosyo at matatag na merkado para sa produkto nito .

Pinangunahan ni Ma. Pinangunahan ni Gemma A. Esguerra, Provincial Agrarian Reform Program Officer II ang paglulunsad ng VLFED project at paglagda sa Memorandum of Agreement (MOA) kasama sina Jennifer Ilagan, isang kinatawan ng DTI, Mulanay Mayor Aris Aguirre, at Kagawad Ernesto R. Padolina bilang kinatawan ng SIARBA Inc., isang organisasyong tinutulungan ng DAR Quezon II.

Sinabi niya na ang DAR ay itinalaga upang sanayin ang mga opisyal at miyembro ng SIARBA Inc., bilang bahagi ng mga aktibidad sa ilalim ng VLFED project ng DAR, habang ang DTI at LGU ay tututok sa promosyon at pagbebenta ng mga produkto ng organisasyon.

"Ang ahensya ay hindi lamang nakatutok sa pamamahagi ng mga lupain kundi pati na rin sa pagbibigay ng suportang serbisyo sa mga magsasaka upang makatulong sa pagpapagaan ng kalidad ng kanilang buhay," ani Esguerra.

Idinagdag niya na ang proyekto, na may kabuuang badyet na Php950,000.00, ay ipatutupad sa loob ng dalawang taon, na nahahati sa dalawang bahagi. Kabilang sa unang bahagi ang pagsasanay ng 30 ARB mula sa SIARBA habang ang pangalawang bahagi ay kinabibilangan ng pagbibigay ng mga makinarya tulad ng mga pulverizer at arrowroot juice extractors.

Nagpasalamat si Mayor Aris Aguirre sa DAR at sinabing mas uunlad at magiging masigla ang ekonomiya ng Mulanay sa pagpapatupad ng proyektong ito.

Magsisimula na ngayong Hulyo ang Cultural Pest Management (CPM) training sa mga ARB para sa arrowroot processing.
