The Department of Agrarian Reform (DAR) in the province of Sultan Kudarat accomplished its target and validated a total of 6,064 hectares of agricultural lands that would be parcelized to 2,342 agrarian reform beneficiaries (ARBs).

The said properties, distributed under collective Certificates of Land Ownership Award (CCLOAs), would be subdivided under the Project SPLIT or Support to Parcelization of Lands for Individual Titling. This project is being implemented to issue individual land titles to ARBs who were previously awarded lands but under collective ownership.

DAR Secretary Bernie F. Cruz lauded this development and further said that a large number of ARBs would benefit from this project.

“This project aims to strengthen their land tenure security, as well as, their rights to their property,” Cruz added.

The SPLIT project, which started in November 2020 and would end in the year 2024, covers 1.368 million hectares of land in 78 provinces, in 15 regions, and would benefit about 1.1- million ARBs.

DAR XII Regional Director and SPLIT Regional Project Manager Engr. Marion Y. Abella disclosed that in the first three months of its implementation in the province, which commenced in the mid-year of 2021, had accomplished its target of 3,050 hectares, benefitting 1,198 ARBs.

“As of December last year, we had an additional target of 3,014 hectares to benefit 1,144 ARBs and we have now accomplished 100% of the province’s total target,” he said.

Abella said parcelization of land is not an easy task because disputes arose on the fields during the validation of lands and demanded critical resolutions from Field Validation Teams.

SPLIT project documentor Shiela Mae Pacaco shared how they witness the ARBs’ eagerness and desire to have a clear and defined ownership of the lands they are tilling.

“These inspire us to deliver prompt service even if we have to climb numerous mountains and traverse muddy and bumpy roads under excruciating heat of the sun or heavy rain just to conduct dialogue, consultation meetings, and secure geotag photos of the areas,” she said.

SPLIT project is a response to the directive given by President Rodrigo Duterte, during the 36th Cabinet Meeting held in Malacañan Palace on April 1, 2019, to divide collective parcels of lots and instructed the DAR to convene a task force and come up with a program to ensure the distribution of individual CLOAs from the collective titles.

Ang mga nasabing lupain, na naipamahagi sa pamamagitan ng collective Certificates of Land Ownership Award (CCLOAs), ay ipaparsela sa ilalim ng Project SPLIT o Support to Parcelization of Lands for Individual Titling. Ang proyektong ito ay ipinatutupad upang mabigyan ng indibidwal na titulo ang mga ARB na nakatanggap ng lupa sa ilalim ng collective ownership.

Pinuri ni DAR Secretary Bernie F. Cruz ang bagong kaganapan at idinagdag na maraming ARB ang makikinabang sa proyektong ito.

“Layunin ng proyektong ito na mabigyan ng seguridad sa lupa ang mga ARB at mapalalakas ang kanilang karapatan sa kanilang pag-aari,” dagdag pa ni Cruz.

Ang SPLIT project, na nagsimulang ipatupad noong Nobyembre 2020 at magtatapos sa taong 2024, ay sinasakop ang 1.368 milyong ektarya sa 78 lalawigan, sa 15 rehiyon, na mapakikinabangan ng 1.1- milyong ARBs.

Inilahad ni DAR XII Regional Director at SPLIT Regional Project Manager Engr. Marion Y. Abella na sa unang tatlong buwan ng pagpapatupad ng proyekto sa lalawigan, na nagsimula sa kalagitnaan ng 2021, ay may naitala silang 3,050 ektarya na pakikinabangan ng 1,198 ARB.

“Noong Disyembre ng nakaraang taon, may karagdagang target na 3,014 ektarya ang mapakikinabangan ng 1,144 ARB, kung saan naitala na natin ang 100% na kabuuang target ng lalawigan,” dagdag pa niya.

Ani Abella ang pagpaparsela ay hindi madaling trabaho sapagkat may mga hindi pagkakaintindihan na nagaganap sa field sa kanilang pagba-validate sa lupain kung saan kinakailangan ng kritikal na resolusyon ng Field Validation Teams.

Ibinahagi ni SPLIT project documentor Shiela Mae Pacaco na nasaksihan nila kung gaano kasigasig at kasabik ang mga ARB na magkaroon ng kalinawan ang kanilang pag-aari sa lupang sinasaka.

“Ito ang lalong nag-uudyok sa amin na gawin ng maayos ang aming mga trabaho kahit umakyat pa kami sa mga bundok at tahakin ang baku-bako o mapuputik na daanan sa ilalim ng mainit o maulang panahon makapagsagawa lamang kami ng diyalogo, konsultasyo at makaseguro ng geotag photo ng lugar,” aniya.

Ang SPLIT project ay alinsunod sa direktiba ni Pangulong Rodrigo Duterte, noong ika-36 Cabinet Meeting na ginanap nang Abril 1, 2019 sa Malacañan Palace, upang iparsela ang mga collective na lupaing pagaari kung saan naatasan ang DAR na magbuo ng task force at gumawa ng programa na magseseguro na maipamahagi ang indibdwal CLOA mula sa collective titles.
