QUEZON CITY— “The agrarian reform program is not about consolidating lands. The program awards individual land titles to beneficiaries to give them the freedom of managing it themselves and to create more opportunities for them,” said Department of Agrarian Reform (DAR) Secretary Bernie F. Cruz.

Cruz is reacting to the statement of George Barcelon, the president of the Philippine Chamber of Commerce and Industry (PCCI) when the latter said specific amendments in the Comprehensive Agrarian Reform Law (CARL) include easing the rules in land consolidation and ownership to create opportunities for better agricultural productivity by farming larger tracts of land.

Cruz said the agrarian reform program under Presidential Decree No. 27 and the Comprehensive Agrarian Reform Program (CARP) issues individual land titles to landless farmers and farmworkers.

“If we will consolidate lands, that would be going against the intent and essence of PD 27 and CARP. We will be destroying the legacies of the father and grandfather of President-Elect Ferdinand R. Marcos, Jr. and incoming DAR Secretary Conrado Estrella, III, respectively,” said Cruz.

“Under the CARP though, we have awarded collective land titles called the collective certificate of land ownership award (CCLOAs) in the past. Seeing that the farmers are not prospering in their collective lands, President Duterte directed us to split these landholdings. We are now in the process of individualizing these CCLOAs to serve the farmers better,” Cruz added.

Cruz said the farmers who are bound to CCLOAs are disadvantaged in a lot of ways.

“Collective ownership does not protect the property rights of our farmers because they do not have their own titles of their lands. They also fight over what to plant,” Cruz added.

Cruz said that amending the CARP law is not the answer to make the farmers more productive.

“We all want the same thing, to improve our agricultural system through massive crop production, and we can achieve this through our Mega Farms project. It involves consolidation of production with support services and protects the property rights of farmers. It is not consolidation of ownership” Cruz said.

Cruz.

Ito ay reaksyon ni Cruz sa pahayag ni George Barcelon, presidente ng Philippine Chamber of Commerce and Industry (PCCI) nang sabihin ng huli na partikular ang pag-amyenda sa batas ng Comprehensive Agrarian Reform Law (CARL) ang pagpapagaan sa mga panuntunan sa land consolidation at ownership para lumikha ng mga pagkakataon para sa mahusay na produksiyon sa agrikultura sa pamamagitan ng pagsasaka ng mas malawak na lupain.

Sinabi ni Cruz na ang agrarian reform program sa ilalim ng Presidential Decree No. 27 at ang Comprehensive Agrarian Reform Program (CARP) ay naglalabas ng mga indibidwal na titulo ng lupa sa mga walang lupang magsasaka at manggagawang bukid.

"Kung pagsasama-samahin natin ang mga lupain, labag iyon sa layunin at esensya ng PD 27 at CARP. Sisirain natin ang mga pamana ng ama at lolo ni President-elect Ferdinand R. Marcos, Jr. at incoming DAR Secretary Conrado Estrella, III, ayon sa pagkakasunod-suod," ani Cruz.

“Gayunpaman, sa ilalim ng CARP, naggawad kami ng mga collective land titles na tinatawag na collective certificate of landownership award (CCLOAs) noong nakaraan. Nang makitang hindi umuunlad ang mga magsasaka sa kanilang pinagsama-samang lupain, inatasan kami ni Pangulong Duterte na hati-hatiin ang mga pag-aari na ito. Nasa proseso na ang kagawaran ng pag-indibidwal ng mga CCLOA na ito para mas mapagsilbihan ang mga magsasaka,” dagdag ni Cruz.

Sinabi ni Cruz na ang mga magsasaka na nakagapos sa CCLOAs ay dehado sa maraming paraan.

“Hindi pinoprotektahan ng CCLOAs ang mga karapatan sa ari-arian ng ating mga magsasaka dahil wala silang sariling titulo na kanilang pinanghahawqakan. Nag-aaway din sila kung ano ang itatanim,” Cruz said.

Sinabi ni Cruz na hindi sagot ang pag-amyenda sa batas ng CARP para maging mas produktibo ang mga magsasaka.

“Pareho ang gusto nating lahat, na mapabuti ang ating sistema ng agrikultura sa pamamagitan ng malawakang produksyon ng pananim, at makakamit natin ito sa pamamagitan ng ating proyekto sa Mega Farms project. Kabilang dito ang pagsasama-sama ng produksyon sa mga suportang serbisyo at pinoprotektahan ang mga karapatan sa ari-arian ng mga magsasaka. Hindi ito konsolidasyon ng pagmamay-ari,” ani Cruz.
